Spam for sure; potentially a scam. It starts with a prank call with a recorded voice pretending that he can't hear you. When you answer this call, a second call is triggered from an actual person who is different from the recording. The second person claims to be Joyce Mendez, and she would not say the name of the organization/person that employs her. Any calls to this number go directly to voicemail.
