I owned this number and no one had had it before me. I had an iPad mini on the 1st year they came out. I bought one that was wifi and cellular. That phone # came with my Verizon IPad mini ... how someone took it over I’m not sure . I lost that iPad about 2-3 years ago . That # should’ve been locked in with that iPad mini as it was a stand alone Acct .
