It seems like a scam. They email you a bill for $399 from Norton and tell you it is being automatically deducted from your credit/debit card. To cancel order, call this number but no one answers. Also, the email belong to a Robert Tay at roberttay3982@gmail.com which is not a Norton email address.
Receiving unwanted or harrassing calls from (888) 550-2668? Report It! You can also add your number to the National DO Not Call Registry by visiting their website or calling (888) 382-1222, but many people have complained about it not being effective. If there is something requiring an immediate attention, please contact your local law enforcement agency or call 911.
