This seems like a big SCAM or spoof text. This number texted me a USPS notification saying they could not deliver a package to me because of incomplete address information. First red flag is how did they even get my phone number if they don't even have my full address and the link in the email displays "t.co" when I would expect something like "usps.com". When I go to the top level domain "t.co" I get a message that says: "Twitter uses the t.co domain as part of a service to protect users from harmful activity, to provide value for the developer ecosystem, and as a quality signal for surfacing relevant, interesting Tweets."
