I do not answer calls not in my contact list as the vast majority of them are SCAMs. If you are not sure if the call is a SCAM and you do answer, do not say the word "YES" as they can edit the recording to show that you agreed to pay them. Best advice, do not answer unknown calls. As far as I know, there is no legal requirement for you to answer calls or even own a phone. A phone is for the user's convenience, not the convenience of SCAMmers.
