They keep calling but my phone doesn't ring, good sign it's a scam

I keep receiving calls from this number at both contacts that I have in my name, both numbers are on the DO NOT CALL List. They call multiple times each day to both numbers and never leave messages. I am tired of their calls
Called my cell & didn't leave a message. 30 Min later called my home phone and didn't leave a message. Both numbers are on the "Do not call registry".
They call my home and never leave a message. If they were legitimate they would leave a message as to who should respond and they would leave a call back!
