I received a call from this number at 3:00PM this afternoon. Before I could answer, it stopped ringing and showed as a missed call, When I tried to return the call I received the message that the person has a voice mailbox that is not set up yet.
This is a scammer. Called to say he represented Microsoft but hung up as soon as I challenged him.
