Somehow they got a local number to use to redirect you to a marketing call about lowering your credit card interest when you answer. Person answering is a male voice with poor English, when I asked why they thought I had a credit card, he hung up.

Spam! Not sure how, but they got a local number with prerecorded message about final chance for lowering my credit card interest. Gives you option to press 1 to speak with someone or press 2 to decline. Pressing 2 directs the call to a person with very broken English and background noise resembling a call center. When I asked how they obtained my number, they immediately hung up. When I tried to call back, I got a recording that the number was not in service.
