Calling every day several times a day

Received call from this number from New York City, New York 10025. I answered and identified the Ohio municipal office. There was dead silence for 9 seconds before the caller hung up. Other sites have stated this is a company doing Certified Audit of Circulations concerning yellow pages (which Cincinnati Bell Telephone delivered in November 2016), why are they calling now in March 2017, why are they calling concerning yellow page deliveries (for Ohio) from New York City, and why are they not identifying themselves?. Sounds like a Spam Scan to collect information.
